Beyond contractors: developers, restaurants and breweries in Bakersfield/Kern

Construction and transportation are our strongest focus in Bakersfield/Kern, but the same disciplined submission and coverage-review process extends to two more industries with real presence here: real estate developers and subdividers managing project-specific risk through entitlement and construction, and restaurants and breweries carrying liquor liability, property and hospitality workers compensation exposure.

Tenant improvement and restaurant build-out work is common in Bakersfield; the operator's own coverage is described on Bakersfield restaurant and brewery insurance.

One broker, one process, a different exposure — an energy-sector contractor who also runs a restaurant, or a developer coordinating bonding alongside a contractor's builders risk, avoids juggling separate relationships for each. Contractors working for a land developer in Bakersfield usually build to the developer's insurance requirements; the owner's side of those projects is covered on Bakersfield developer and subdivider insurance.

Local permitting and compliance

The figures below are the minimums a city commonly requires before it issues a permit.

They are not a recommendation and not a coverage benchmark — several are decades old, and none of them reflect what a general contractor's subcontract, a lender or an owner will require on the same job. Treat $1,000,000 per occurrence as the practical floor for commercial general liability and confirm the current municipal requirement with the department named before you rely on any figure here. What is published here may also be out of date or contain errors, and requirements vary by city, county, state, agency, project and contract, among other things — verifying what applies to your own job, with the permitting agency and your own contract documents, is your responsibility.

Inside the City of Bakersfield, work in the public right-of-way starts with a street permit application to Public Works, and the contractor needs a Dig Alert ticket number before any inspection. Street permits expire 120 days after issue, and an extension has to be requested by rider before that date. The deposit scales with the work and can be posted as cash, card, check, a letter of credit, or 100% performance and 100% labor-and-materials bonds based on the engineer's estimate, and degradation fees are typically charged for cuts into asphalt that is in good condition. Contractor insurance has to be approved by the City's Risk Management office, and the City's requirements as of March 2025 call for occurrence-form general liability of at least $1,000,000 per occurrence, auto liability of $1,000,000 covering owned, non-owned and hired autos, and workers compensation at $1,000,000 with a waiver of subrogation in the City's favor. The additional insured endorsement must name the City, its mayor, council, officers, agents, employees and volunteers, and a statement on the certificate is not accepted without a copy of the endorsement itself. Policies must be primary with an A.M. Best rating of A-/VII or better, give the City 30 days' written notice of cancellation or material change, and the same requirements apply to any subcontractor. The City also places a three-year moratorium on cutting any street or alley that has been reconstructed or overlaid (Municipal Code 12.16.110), with strict conditions on any exception, so check the moratorium map before applying. In unincorporated Kern County, Public Works requires an encroachment permit for all work in the County right-of-way, with 48 hours' notice before work starts and 24 hours' notice before resuming or paving; failing to notify terminates the permit. The County asks for an insurance certificate only on road-closure and annual permits, but 100% performance and labor-and-materials bonds typically apply to County-approved street improvement plans, trenching across any road and larger projects. Permit work is limited to 8 a.m. to 4 p.m. on weekdays unless the permit says otherwise, survey monuments in the work area must be tied out by a licensed land surveyor before construction, and the County can require the encroachment to be removed at the permittee's expense. The County does not issue permits inside its eleven incorporated cities or on state highways; state highway work goes to Caltrans District 6.

The permit and the inspection both sit with the local jurisdiction
CSLB licensing is statewide, separate from city or county registration
Confirm current local process before starting a project
A separate encroachment permit may apply for right-of-way work

Bakersfield sits in the middle of Kern County's oil-producing fields — Kern River, Kern Front and South Belridge among them — and the local contractor licensing categories reflect it directly: the Kern County Builders' Exchange maintains dedicated directories for Pipeline Contractors (C-34), Underground Pipeline Contractors, and Oilfield Maintenance/Petroleum Industry Contractors (A, C-34, D-09, D-40), a licensing mix that doesn't show up at the same scale anywhere else covered on this site.
