The San Diego construction landscape

Military and defense-adjacent construction near the county's naval and Marine Corps installations, biotech and life-sciences facility build-out in areas like Sorrento Valley, and residential development stretching from Chula Vista to Escondido all coexist in the San Diego metro.

Imperial County sits two hours east and is placed from here as well: contractors in El Centro, Calexico and Brawley face a different mix again — agricultural and solar work, cross-border logistics at Calexico, and summer heat that drives both the workers compensation exposure and the schedule.

Each carries different project requirements — federal or defense-contractor-adjacent work sometimes has its own insurance and bonding specifications beyond standard commercial requirements, worth confirming directly rather than assuming standard coverage applies.

San Diego public works spans new construction and renovation of municipal, school and military-adjacent facilities, plus highway work along the region's major freight and transportation corridors — each carrying its own coverage emphasis, from occupied-facility liability on renovation work to elevated umbrella limits on highway-adjacent contracts.

Military/defense-adjacent, biotech and residential construction all present
Defense-adjacent work may carry its own specific requirements
Confirm specifications directly rather than assuming standard coverage fits
Project mix varies significantly across the county

Core coverage for San Diego contractors

General liability, workers compensation and a CSLB bond form the baseline — classification accuracy against actual operations and completed operations coverage matter given the density of residential and specialized commercial construction in this market.

Contractor equipment and inland marine coverage is worth reviewing carefully for biotech and specialized commercial build-out, where equipment values and specifications can run higher than standard residential or light commercial work.

General liability, workers comp and CSLB bond form the baseline
Completed operations coverage matters given residential/commercial density
Equipment coverage worth reviewing for specialized biotech build-out
Pricing follows how accurately the classification reflects actual operations

Beyond contractors: developers, restaurants and breweries in San Diego

Construction and transportation are our strongest focus in San Diego, but the same disciplined submission and coverage-review process extends to two more industries with real presence here: real estate developers and subdividers managing project-specific risk through entitlement and construction, and restaurants and breweries carrying liquor liability, property and hospitality workers compensation exposure.

Rather than treat it as a separate relationship, we run it through the same process — a contractor who also owns a taproom, or a developer coordinating bonding alongside a builders risk policy, works with one broker across both. If you develop as well as build in San Diego, the land and entitlement risk is a separate conversation; see developer insurance for San Diego projects.

Local permitting and compliance

The figures below are the minimums a city commonly requires before it issues a permit.

They are not a recommendation and not a coverage benchmark — several are decades old, and none of them reflect what a general contractor's subcontract, a lender or an owner will require on the same job. Treat $1,000,000 per occurrence as the practical floor for commercial general liability and confirm the current municipal requirement with the department named before you rely on any figure here. What is published here may also be out of date or contain errors, and requirements vary by city, county, state, agency, project and contract, among other things — verifying what applies to your own job, with the permitting agency and your own contract documents, is your responsibility.

Inside San Diego city limits, Development Services issues a Public Right-of-Way Permit for any work or privately owned encroachment in the public right-of-way — dry and private utilities, curbs, gutters, sidewalks and sidewalk cafés among them — plus a separate Traffic Control Permit before construction starts. A right-of-way permit runs for an initial two years, and an extension has to be requested on the City's DS-340 form while the permit is still active; once it expires, the path is a new application rather than an extension. Before issuance the City typically collects an inspection fee or deposit, contractor information and, where the reviewer calls for one, a performance bond, cash bond or letter of credit. The permittee also pays to replace any survey monument the work destroys, with written notice at least seven days ahead for a vertical control monument. The City's permit pages do not publish construction insurance limits, so confirm the certificate and endorsement wording with Development Services before the policy is endorsed. In unincorporated San Diego County, Public Works issues excavation and encroachment permits, and its July 2024 application package is specific. For excavation work the County accepts only a Class A, C-12 (earthwork and paving), C-34 (pipeline) or C-42 (sanitation system) license. General liability must be at least $1,000,000 per occurrence, with the County as certificate holder and as additional insured on ISO form CG 20 12, the policy number shown on both documents — and where the contractor carries broader coverage or higher limits, the County states it is entitled to them. Inspection needs 24 hours' notice before work starts and again before it finishes, trenches deeper than five feet need a Cal/OSHA permit, and traffic control workers must be paid prevailing wage under the County code. Work on a state highway goes to Caltrans District 11.

Permitting and inspection are handled by the local agency
The CSLB license itself isn't tied to any one city or county
Confirm the current procedure with the agency before the project starts
Work in the public right-of-way may need its own encroachment permit

Specialty trades active in the San Diego market

San Diego's construction mix includes real, steady demand in specialty trades beyond general residential and commercial building — solar installation has strong local demand given the region's climate, and coastal/military-adjacent commercial construction near the Navy and Marine Corps installations keeps mechanical and HVAC contractors and roofing contractors busy on both new construction and ongoing facility work.

The region's biotech and life sciences building boom in areas like Torrey Pines and Sorrento Valley has also created steady demand for specialty plumbing and utility contractors working on lab and cleanroom-adjacent facility construction, alongside standard commercial build-out.

Military-adjacent facility work keeps mechanical, HVAC and roofing trades active

Growing submarkets across San Diego County

San Diego County's growth extends well beyond the city core — Chula Vista, Oceanside, Escondido, Carlsbad, El Cajon, Vista, San Marcos, Encinitas and National City all carry real, ongoing residential and commercial construction activity of their own.

A contractor working across several of these North County or South Bay communities benefits from a program that's actually reviewed against that footprint, not assumed to be identical to coverage sized for the city of San Diego alone.

San Diego County growth extends well beyond the city core
North County (Carlsbad, Encinitas, Vista, San Marcos, Oceanside) has active construction demand
South Bay (Chula Vista, National City) and East County (El Cajon, Escondido) are active too
Review coverage against your actual multi-city footprint, not a single-city assumption

Public works and military-adjacent contractor insurance in San Diego

San Diego's public works and government-contracting demand includes a dimension most CA metros don't carry at this scale: NASSCO, the only full-service shipyard on the West Coast, currently holds a $1.7 billion Navy contract for two John Lewis-class fleet replenishment oilers plus a separate $655 million aircraft carrier maintenance contract — and the trade and support contractors working around that scale of federal shipbuilding and base activity face their own access and insurance requirements, including DBIDS/CAC credentialing just to get on base.

Public works contractor insurance in San Diego for federal and military-adjacent work follows a different framework than a standard state or city public works contract — Davis-Bacon wage rules and federal bonding thresholds apply instead of California's prevailing wage system. See our full Public Works Insurance Requirements guide for how federal, state and local public works requirements actually differ.

Frequently asked questions

7 questions — start typing to filter

Do defense-adjacent San Diego projects need different insurance requirements?

Sometimes — federal or defense-contractor-adjacent work can carry its own insurance and bonding specifications beyond standard commercial requirements. Confirm directly for the specific project.

Which utility locate service applies in San Diego County?

DigAlert serves Southern California including San Diego County — required before any excavation.

Does Gleason Insurance Brokers cover contractors throughout San Diego County, including submarkets like Chula Vista and Carlsbad?

Yes — we place coverage across the full San Diego metro and its submarket cities.

Do biotech facility build-outs need different equipment coverage?

Often worth reviewing separately — equipment values and specifications for specialized commercial work can exceed standard assumptions.

Do you also place coverage for developers and restaurants in San Diego?

Yes — alongside contractor insurance, we place Developer & Subdivider and Restaurant & Brewery coverage throughout San Diego County.

How quickly can contractor coverage actually be put in place in San Diego?

Timing depends heavily on submission completeness and the specific coverage requested — simpler programs typically move faster than ones involving bonds or larger fleets. Coverage involving bonds, public works, or larger fleets typically takes longer to underwrite than a standard general liability policy.

Does Gleason Insurance Brokers need to visit my San Diego location in person?

No — we're licensed to place coverage across our service states without needing to visit each client's location. Carrier relationships and coverage expertise matter far more than a physical office location.
